Pretty much yep. Wash the winter dirt and grime off of it first, a hose and brush will work just fine. And you only need to apply it where it is worn away, such as the leading edges of the keel, rudder, and bow. And may be along the waterline.
Did our O'Day 23 in PCA Gold last year. Two solid coats. Power washed on removal and plan to use slimy-grimy on the light scum still around the waterline. The rest has no apparent issues. Do I need to rough the top layer up, or just apply a new coat where it looks like it might need it?
I thought it was a 1 season paint and had to be reapplied all over regardless of if it was worn off or not. I don't use it so I may be wrong.
