Bottom 3' of roller furling jib are loose?

I have only ever set up hanked on sails before and our new 2000 H290 has a nice roller furling jib. When un-furled you can see where the jib enters the track on the forestay about 4' above the deck and then the rest is loose all the way down to the attachment point. there is about another 2' of the t shaped profile on the luff of the jib but though the forestay looks a bit like you should be able to connect it but I don't see how. Clearly the sail is entering at the correct place with the angled notch into the track.
does this seem correct? Sorry I didn't record the type of furler and she is an hour away.

You're fine.

If they know how high up the forestay the feeder (where the sail enters the furler) on your furler is, they will end the sail's luff tape just above that. Failing to know that distance, they will guess and make it a little long just in case. That extra tape is hurting nothing. You could trim it if you wanted.

Great, I don't mind the extra profile there and I tightened the job halyard a bit to keep things tighter there, I just thought she might draw better if I could get the rest of the luff pulled tight instead of the gap. The job is too small to start with on this ship!

What you describe is normal. It shouldn't be baggy however so tightening the halyard a bit is ok. Just make sure that the halyard isn't tighter than the forestry itself as it is designed to take the load of the mast, not the sail/halyard.
