Boom Rigging - Outhaul?

We've been puzzling over the rigging setup on the starboard side of our 81' Oday 23' boom. It looks like it wants to be an outhaul, but the direction of the pulley and cleat doesn't seem to work. Currently, the "outhaul" is just a line tied to the foot through a fitting/hole at the stern end of the boom...not really readily adjustable. Does anybody have a picture, or can you walk me through how this is supposed to be rigged up correctly?Thanks,-Dave.

That is the stock set-up

The stock set-up for the outhaul on the 1981 23 was just a line tied to thew clew of the sail, led through an eye on the end of the boom and forward to a cleat. The 1979 and later 23 had jiffy-reefing, I suspect that the block on the boom that you refer to is part of the reefing set-up. If so, it will be a cheek-block and be positioned on the starboard side of the boom, about 12-18" forward of the clew end (stern end). The owners manual for the 23 shows this line, if you don't have a manual there is one posted on this site under manuals.

I can confirm that

the block set up on the starboard side of my '79 Oday 23 is the jiffy reefing system. The line is secured on the port side of the boom (same point as the outhaul), is then run up through the reefing cringles in the sail, then down to the starboard side block, then led forward to the aftermost cleat on the starboard side of the boom. The forward reefing line is secured on the mast, run up through the reefing cringles, down to the gooseneck, and then back to the forwardmost cleat on the starboard side of the boom. Not the most convenient system, but it works ok. I agree that the outhaul "system" is lousy.
