Boat purchase in Massachusetts

A friend of mine is buying a 22ft boat, trailer and outboard in Massachusetts. In BC Canada we have a personal property registry that you can access online, enter the serial number or VIN for a boat, car, engine etc or owner's name and determine whether there are any liens registered against the property. I have been trying to find out how the system works in Mass. We were able to find the trailer VIN through Mass. DOT but no luck with the boat or the outboard. Anyone out there know how Massachuesetts works?

The boat would have a title indicating any leins on the property. Titles are handled by the marine division of the Registry of Motor Vehicles.

Here is the website for the MA Environmental Police, they have all the records on titles and registered boats.

The registry of motor vehicles (DOT) handles the trailer information.
