You first will need a lot of white nylon 1/8” line. I think 1/4” would be too big. It would look out of place on a 25’ boat, like a man beard on a teen.
The term you are seeking is “bow pudding”. Here is a link to the basic design.
Once you have the base created the long or short beard would be lines woven into the base.
Good luck with your seaman ship tying. Would be a good winter project when sailing on frozen waters is not possible.
