Boards lifting coach roof

In one area on my coachouse roof there is an area where the boards underneath the fiberglass deck are lifting causing the profile of the boards (has to be plywood too defined for balsa I believe) to be imprinted into the fiberglass. Is the only real fix to remove the whole section, replace the boards then reglass the area. I am concerned about getting the right texture as this part has the anti slip surface cast into the fiberglass.

Cut out an area and replace it.

Colin:One method is to remove the area with a zip tool or a dremmel tool. This area is saved and will be used to re-fill the repair. Then the only thing than needs to be dones is to glass it in a apply some gelcoat over the repaired seam.
