Blue/Black Smoke = Fouled prop?

I have a 1983 Cat 30 with a Universal 5411 and have the standard 2 blade prop. Everything was fine when I put her away for the winter. Well, when we started her up this spring we noticed that she is beginning to blow a little blue smoke and doen't sound like it is reving out all the way and speed is down a lot. So, could a fouled prop cause all these problems? She wan't hauled this spring, but was in the spring of 1999 and I used good paint. So, what would you check first?

Changed filer...still blue

I have now changed both the element on the Racor 220 series (element R24S, 2 micron) and the one on the engin itself. I bled the system and it runs normally, except for the blue smoke. It's NOT like I'm leaving clouds of smoke just a slight visible amout out the exhaust. But I don't remember her smoking last season. The diver is going down this week to scrub her off. We'll see if that makes a difference. Can anyone think of anything else other than a ring job?
