There is lots of discussion here you should be able to find by searching for "blisters".
Basically, dig the out, dry out and restore and fair the glass.
The bigger issue when you have them is how to prevent recurrent spread which is a more extensive repair process including stripping the entire hull, drying and ultimately sealing with barrier coating.
