I have to bleed the fuel system on an Atomic universal 5416 after I changed the fuel filter. I followed the instruction in the manual and turnde the ignition key to activate the fuel pump. However when I opened the bleeding srew on top neither air nor fuel was dispensed. In fact I did not hear the fuel pump working. Does anyone know what I am doing wrong?

If you have the original equipment Facet electric pump, you should hear the clicking sound it makes -- a quick clicking until it pulls the new fuel thru the filters and fills up the line to the end of the injection rack.
You do need to open the little knurled valve on the end of the rack to let the diesel "bleed' back to the tank. That's the case with my model M25XP. Perhaps your engine is similar?

problem is I don't hear any clicking nor does it look like the pump is working. Battery is switched on and oil light is on as well. Do I have to crank?

Just wondering........
(1) Is the battery selector in the "off" position? Or corrosion? Either might explain the lack of sound from the fuel pump. That is assuming you have an electric pump and heard the sound at other times before the filter change.
(2) Is the fuel shut off valve near the fuel tank in the closed position? That would explain no fuel through to the bleeding area.
(3) Did you fill the filter container with fuel when you changed the filter? I agree that looking at an engine manual/parts drawing might help.

Battery is on, fuel shut off valve is open, and I followed the instruction in the manual. The fuel pump was working before and the engine running. Could it be that I have to activate the glow switch to activate the pump? I am not on the boat right now, so I can't check...
You shouldn't have to activate the glow swith to activate the pump. Did you ever have to before?
It sounds like maybe the fuel pump went out coincident to changing the filter. Did you do anything while workiong in the engine copmpartment that might have compromised the wiring to the pump. Can you check with a multi meter that you are getting voltage to the pump?
Flick the key off then on again. Do it to the point the engine starts to turn then back off. I am guessing your ignition switch is a little wonky.
