bilge water

Hello, Now that the warm weather is here and the cover is off the boat, I have slid the hatch and entered the cabin. Last season I pumped the bilge dry and cleaned the surrounding area. This season, I lowered my fat #$% into the engine compartment and found quite a bit of standing water ( fresh I think ) behind the engine, located about on top of the skeg.. Why does this water not flow into the bilge. Can not seem to find a opening which will allow it to flow out of its position? during the season I always get water into the engine compartment due to air intakes etc. She's a 1979 28 ft BOAT. I have owned Rhythm & Blues for two years, and aside from her water problem, I am amazed at how well she looks. Any help would be appreciated.

Could be the way its blocked up if on the hard......on my 32 I found out that if they don't add about an inch at the rear of the keel then water sits on the deck near the rear quarters and any water that does get in just sits behind my engine won't flow forward toward the keel bilge where the pump is
before I take mine out of the water I take a laser level and set it on the cockpit seat and point the red light forward at the bulkhead and I'll put a mark there and then after the boats hauled I check it and see how much its off, this year it was off cause the shim got busted up so I had a little bit of water
