Anywhere above the water line, that will be above the waterline at all points of heel. A lot of people go through the transom and for a 24 footer that's what I'd recommend. But you do want to keep the length of hose at a minimum so for some people this means running through the hull on port or starboard, above where any angle of heel would put the point in the water. With a 24 footer I think any part of the hull port or starboard would potentially be in the water so I'd go through the center of the transom, above the water line. Just make sure you go high enough that if you have an outboard on the transom and crank it up and the transom sits lower in the water that it won't have the through hull going under.

When I bought my Hunter 22, the first thing I added was a bilge pump with a float switch. I posted a lot about adding the pump and It was informed about the benifits of running the hose to a through-hull on the stern of the boat. The reason that this is good is you avoid a syphon situation. When you are on a heel it is possible to have water drawn in through the through-hull fitting. I ran mine to the stern.
