Anywhere above the water line, that will be above the waterline at all points of heel. A lot of people go through the transom and for a 24 footer that's what I'd recommend. But you do want to keep the length of hose at a minimum so for some people this means running through the hull on port or starboard, above where any angle of heel would put the point in the water. With a 24 footer I think any part of the hull port or starboard would potentially be in the water so I'd go through the center of the transom, above the water line. Just make sure you go high enough that if you have an outboard on the transom and crank it up and the transom sits lower in the water that it won't have the through hull going under.
