Got the plug out!
Cleaned off all the old paint, used a hand held impact driver with
a few judicious whacks with my overgrown hammer, and it backed out
just fine. Thru hull still looks serviceable.

Keep the hole tight however, in fact you can "screw in" the new fitting as I've only been able to find a mushroom fitting that is fully threaded OR with a male tube fitting at its inboard end (which to me is not what is needed, the cap on the inboard end is a lot safer).
