I've tried owls, snakes, scary looking balloons, none worked very long, the birds get used to them. Stringing wire or fishline over the spreaders, masthead, radome, bow and stern pulpits, dodger and along the boom has been effective for cormorants, ospreys and gulls. The small birds are aren't deterred but not that much of a problem, their poop turns to dust in the sun.
Cormorants are the worst.

The worst is the Foo Bird from New Zealand. Legend states that if you are so unlucky to have one crap on you, you have to wear it forever. According to the legend if you wash it off, you will die. In 1939 Sir David Humphreys had the unfortunate occurrence happen to him while exploring the back reaches of New Zealand. After a week of horrible stench, flies, and horrible rash, he dove into a stream to wash the excrement off. Two days later he was dead. The moral of the story.................................."If the Foo Sh$ts, wear it".
