Best way of getting a rudder for an O'Day 15

Howdy. Sorry if this a FAQ. I've done some searching on the forums and the internets to no avail.

My brother-in-law and family in the Washington DC area have a "free" O'Day 15 that they are trying to get into the water. It is unfortunately missing a rudder and they would really love to find a cheaper solution than the ~$600 new ones that we see online.

Couple questions:
- Any ideas for sources of rudders in the ~DC area that they should try? They are reaching out to some sailing clubs and stores around Annapolis.
- What O'Day rudders would work on the 15? For instance would the O'Day 23 rudder fit?
- What rudders that are more easily available could be repurposed to get to work on the O'Day 15?
- Anyone have plans to make a rudder out of plywood? Although not optimal, it might give them an idea if they should buy a new one. Yes this would be for low wind.

I have a rudder from a '24 (no pintles) and may have access to a '23. may be able to modify??

I think they have a rudder that they can modify although it too doesn't have pintles. Strange.

O'DAY 23 rudder will be WAY too big for the 15.
First question, what version of the O'DAY 15 is this boat, O'DAY built 2 different models called "O'DAY 15", the first was built from 1971-74. the second one from 1981-84. The rudders were very different.
Rudy at D&R Marine should be able to help you with this, he sells the rudder for the 1981-84 model ($625 + shipping), but I think you may be better with a used rudder and it may not need to be exactly the O'DAY 15 rudder. one from a similar boat might work.
