Two round turns...

...and a clove hitch followed by two half hitches for tying up normally. A bowline followed by two half hitches is also secure when it blows up, provided you have something for it to rest on. Splicing a loop in the warp is also great if you can slip it over the piling and have something for it to rest on.

I use two turns on the pile

two half hitches on the standing part and then seize the tail to the standing part with some small stuff.

Spliced rope.....

.... with the 'loop' doubled around the piling. If this is a permanent knot, then the 'stangler knot' (similiar to a clove hitch) would do. If this is for an exposed location, then also consider 'worming, parceling and serving' for chafe protection.
