bent rudder

Heavy winds blew my boat to shore with the stern end facing the shoreline. The rudder was hitting the bottom and has bent enough, (3/4") ,that the top of the rudder is hittiing the hull in the straight position. It does turn right or left with no problem. I have wheel steering and have to pull, hard, on the wheel to turn from the "straight position". The boat is on a mooring in the water and I need to return to the marina for storage.
There is also a brass bushing protruding from the hull where the rudder shaft enters the hull, about an inch or so.
I really need some comments or suggestions on how to repair enough so the rudder will turn freely. I was thinking about sanding/filing the rudder enought to clear the rub. Also thinking about slowing driving in a hardwood wedge on the "rub" area enough to free the rudder.

I had the same issue with my 32 after a grounding and I thought the same thing.....turned out I pushed down on my quadrant and the rudder went down about 3/4 of an inch and all was well, now I don't have a spacer between the hull and rudder and thought about putting one in but then I thought that might be more of a problem cause now your closing in the space from 3/4 to ?
