Not if this is an early Pop-Top
If this 23 is one of the original pop-top 23s (and they were the only O 23 that had a "keel-stepped" mast if I recall), the tabernacle would prevent the pop-top from being raised. These early pop-top 23s had keel-stepped masts because the whole cabin trunk lifted on struts (like a pop-up camper trailer roof) and the cabin had to slide up the mast to do so (If you've seen one of these boats, this will make sense, if not....).
Later (1973-75) pop-top 23s had a different pop-top design that only lifted the top of the cabin and then only the part aft of the mast. This model did have a deck-stepped mast w/tabernacle.
