Beneteau 440 water tank coating

I have a 1996 beneteau 440. The midship water tanks have an internal coating that has become a paste that when touched comes off. I am also taking the tops of the tanks off to reseal them. Does anyone have ideas on how to easily remove the tank tops/(I have already taken the cabinetry and floor out to allow this to happen. How can this coating be removed and what product do I recoat it with?

Are yousure that's a coating? Maybe just buildup from the water. Seems to me I saw that on another thread- probably Peggy's.

My '94 400 has no coating in the water tanks that I can telll. It's a plastic tank. Flush the tank and lines with a vinegar solution and see what that does.
