Beneteau 323 mystery through-hull part

It’s a clamshell style cover for the anchor locker drain. Beneteau’s spare parts site calls it “Scoop Anchor Locker”, part 167635.

I replaced mine with ones made of stainless steel.... bought from Defender and look much nicer and will last longer.

Its a common aftermarket part. The clamshell drain cover in your photo is obviously broken and upside down.
As suggested, stainless steel would be better.
Try the SBO store, Defender, or Worst Marine for example.
