The pulpit base is leaking where wires from the running lights pass through. I plan to clean the area and cover the area where the wires pass through the base at the deck with a generous amount of silicone Do you have a better idea?

Silicone is a poor choice. It is extremely difficult to remove and nothing will stick securely to the residue.

It is likely the leak is coming from around the fitting as well as through the wire hole. Remove the base, clean and seal with butyl caulk (https://marinehowto.com/bed-it-tape/ and https://shop.marinehowto.com/products/bed-it-tape).

The wires also look suspect. What's under the electrical tape? Are they properly connected? The insulation on the red wire appears to be cracked. It may need replacing because of corrosion on the wire.

Once it all reassembled, run a small bead of caulk around the stanchion where goes into the base.

Remove, clean thoroughly and bed it with Butyl tape. See Maine Sail.

Good luck
