Usually there's a hex bolt in the center of the drum that can be removed with an Allen wrench. When you remove that, you should be able to get at the fiber spool. You need to be careful that you don't lose the pawls and springs. You may want to take a shallow cardboard box and cut a hole in the center of the bottom just big enough to fit over the winch. If anything pops out, hopefully it will go into the box.

Take a Philllips screwdriver and push down on that 'plastic insert.' (An internal spring should release.) Then while keeping downward presser on the screwdriver, pull up on the winch drum. It should slide off. Watch out that you don't loose any pawls or springs.
To reassemble, place the drum on it's hub, then line the spring-loaded 'tab' on the plastic insert, with the notch inside the hub of the winch, and push the insert down until it snaps. Pull hard up on the winch drum to check to ensure that the insert is locked.

I sent you a long message about how to do it with one error. To disassemble the B16, all you have to do is take a big screwdriver (blade) and poke it down in the winch handle hole. Perhaps your winch handle hole is blocked. Anyway, the screw in the bottom of the hole is the only thing that holds the winch parts together. Turn it to the left. There are lots of threads. One word of warning.. The winch dogs are actuated with a very tiny spring, so don't disassemble the winch dogs from either part if you can clean them and make them spring out okay. The reason I'm on this website is because I have just now cleaned a B16 and regreased it and reassembled it, except for one of the components that has dogs on it. The first dogged component that I replaced, I just took a small long screwdriver and compressed the dogs so they would assemble in the part. This won't work on the second component, because there is no way to hold the dogs down. If you find a way to complete the assembly, please let me know.
