Barlow winch top

A few years ago the black plastic top on one of our Barlow winches split and popped off (into the water naturally). We got a replacement from the Australian winch company, but since then we've struggled to get the replacement top to stay on the winch. The inside diameter of the plastic is slightly larger than the top of the winch, so it just wobbles on there, and there were no instructions delivered with the replacement. We've tried shimming the gap, but the shims eventually work free and/or corrode. We've also tried superglue and 2 part epoxy, but those don't stick to the plastic well enough to last more than a couple months. Has anyone has such an experience? Is there some trick to getting the plastic to stick on, or to shrink it down to the right size?

Yeah, I guess that's next in my list of things to try. I was just wondering if there's a more elegant solution since there didn't seem to be any adhesive under the original.
