According to the owners manual on the Hunter 25 found at this link http://www.murphygraphics.com/hunter/h25drawings.pdf The shallow draft version has 200lbs additional ballast. Why would it not dispace 200 additional pounds? Should the displacement read 4600 lbs for the shallow draft version?

Yes, add 200.
Somehow the spec sheets in "Boat Info" have changed over the years here on HOW. I can remember when the H37C specs showed both displacements. My own H37C owner's manual does show both keel weights and both displacements.
