bad keel bolts

I am the orignal owner of a 1990 H27 hunter sailboat.In the bilge I have several keel bolts. The two in the middle of the bilge are corroded as if they were regulariron steel. They should be stanless steel. Does anybody know if this was a defect when they built the boat in 1990 or any year? Does not leak through the bolts. What is the best way to fix them or should I just leave them alone because they are not leaking/seeping?

Keel Bolts

When I purchased my 30T (1991) I was concerned with the keel bolts that appeared to be very rusty. The surveyor assured me all the bolts were stainless and that what appeared to be rust was actually epoxy seal covering the bolts. There has been absolutely no change in their appearance during my nine years of ownership. Since we have the same era boats you might check closely to confirm you actually have rust. I am now convinced my rusty appearing keel bolts are not corroded.
