Got two stupid questions for you all about the Atomic 4 (I wanted to confirm things before starting her up and accidentally running away with the dock):

Is full throttle when the throttle lever is leaning fore or aft (eg. is the throttle all the way open or closed in the diagram below)?

And for the shift lever: forward is forward, middle is neutral, and back is reverse?

The controls on my boat look very similar to the ones on this Catalina 27 (only they were left in the opposite position: throttle was pointing aft and the shift lever pointing forward):

Newb questions I know, but I'd rather look stupid in front of you guys than on the dock!

I can tell you that from the cockpit of my Irwin 32 with an A4, pushing the fuel lever forward gave more speed.

Atomic 4 stuff

Stay tied to the dock. Keep engine in idle. Engage shift lever. Watch boat movement. Move back to idle. Engage throttle, see what direction works. The dock lines should keep you from going anywhere dangerous.:) You could also get a friend to go check down below while you're doing this to understand which direction the gear lever moves. You can also open the engine compartment and play with the throttle cable to see, too.

In the diagram, if the throttle lever is pushed forward (towards the fly wheel) you should be at idle; pulling the lever back (towards the shaft) should yield high throttle.
Choke lever pushed forward (towards fly wheel) is choke off; choke lever pulled back towards shaft is choke engaged.
Your engine should start a lot easier with the choke engaged and shift in neutral.
Shift set near the middle should be near neutral. It can be a little tricky finding a setting that is neutral where the shaft does not spin at all.
Good luck.

Throttle linkage

Where neutral is on an imboard depends mostly on how the linkage is set up. there are usually is some adjustment ideally neutral should be on top center or near it

You have to determine what the throttle lever does to the throttle plate. Time to crawl into the engine compt.

Thanks for the help guys. I actually ended up taking the carb and fuel pump off for cleaning so I was able to see the internals in action. Closed throttle is leaning towards the flywheel as CalebD suggested.
