I wonder what happens if there are no takers? Does the owner have to pay to haul it off?

I have always wondered why there are not more marine salvage shops out there harvesting spars, cleats, winches, etc and then disposing of the glass hull. Is it really that expensive to cut up and dispose of a fiberglass hull? With so many budgett sailors like myself and the opportunity to sell parts on Ebay, SBO, Craigs List, etc... it could be a decent business opportunity.
On a side note here is one I have driven past for years and just saw today. Can a boat go from the marina to Yard Art and Back again? Time will tell and Ill look for it on the water if someone picks it up. https://minneapolis.craigslist.org/dak/boa/6041155357.html
