The proper way to do this is to remove the chain plate to be able to inspect the area. If the core is "wet", that would dictate different steps to correct the problem...and depending on the severity. If the core is "dry" and solid, then you would simply clean the area and rebed chain plate.
IF the seller just caulked around the outside of the chain plate...that is not acceptable and not the way to do that maintenance. IF that's what they did, it would be a "red flag" and concern me on how they might have carried out other preventive maintenance procedures.
As you determine what vessel you would like to purchase, you really need to engage a top surveyor in your area to perform that inspection. You should accompany them at the survey and bring a pad of paper and pen to write down a lot of information....a good surveyor will save you lots of heartache (and dollars) and the good ones will teach you a lot if you show a genuine interest to learn.
