It is a really difficult problem to answer as evidenced by the fact that Piracy is one of the worlds oldest professions. As long as these people are desperate enough to go out to sea and commit acts of violence for profit the problem will continue.
We (The United States) have put troops on shore in Somalia before without success. And abandoned the idea of bringing stability to that country. Short of a strong goverment suddenly appearing in the country and putting the crimminals to work the answer appears to be staying out of the area.
I do believe that some goverments have even gone so far as to put out "Bait boats" to try to lure the pirates out to play. But the lure of a quick buck keeps the supply of new recruits plentiful.
We are not dealing with a group of people that put a high value on human life. If one boat doesn't come back the don't think twice about putting out two more boats the next day. Our biggest problem in understanding the issue is thinking they are playing by the same set of values that we cherish.
