No......no solar panel....something has to be charging the start battery......but with a tester I have never been able to detect it....

I really want to learn how this works....but I always choose the hard way

Engine off. Measure voltage on start battery
Engine on at approx 2000 rpm. Read voltage at start battery again.
If same voltage with engine off, it's not being charged.
Conversely, opposite is true.
As mentioned, hunter installed a solenoid which connected start to house once the key switch is on. See if you have this.
Better reccomendation is install an echo charge.
