A good tech should be able to resolve any basic power-up issue
I'm an electronic technician, and several years ago I did repairs for a marine electronics store. I generally had little problem resolving basic power-up problems, and with the schematic I could usually get right to the faulty component.
From the manual thoughtfully provided by Ariel, if you look at page 9, upper left corner of the control head schematic, you'll see the 12v input and the 5V regulator (IC 1), and that's where I'd start looking. If there's +5V coming out of IC 1 but the head still doesn't power up, no LEDs or display etc, then there's probably a more serious fault.

I appreciate that you've already checked the voltage into the unit, but you should still try to find a good local electronic tech and invest in an hour of their time....the control unit does not power-up.
I am not able at this time to buy a replacement or upgrade and if given a starting point, can probably do the repair myself.
