Dang- I had a magazine article on this very subject laying on the dining table for a month, but threw it away when I cleared the table to varnish. Yes, it's confusing and ever-changing. My recent memory was there was a court case in which some boater purposely violated the city(?) law about anchoring just for the purpose of taking the city to court. Boaters won the case, but then some other city ignored the verdict and therin lies the rub. Seems every city wants to control the waterways- by saying anchorages are not waterways. Go figure.

Many of the problems are the result of irresponsible boat owners. I have been to anchorages where old boats with no one aboard filled the anchorage. One near Panama City had even sank right in the middle of the anchorage. There needs to be some way to allow boaters to anchor without allowing derelict boats to fill anchorages. I like the ideal that the owner must be living aboard all of the time the boat is anchored. That means that the abandoned boats wil be towed away !!!!!! I understand cities not wanting floating slums but legitimate cruisers need a place to rest up or wait for weather or surprise surprise act like tourists and enjoy a citiy for a week or so.

Moonsailer, Your observations are correct and if the new bill passes in Floriduh without them making a last minute change it will address this problem. We can only hope.
