My Main point was use what you have
it will probably be alright!!!! If you are going to buy new stuff then go the extra distance as the cost difference isn't that much. But the man has a nice rode and I think that he should use it!!!! Now if he lives somewhere that he experiences extreme winds on a regular basis that is another story. If he is getting ready to cruise for the next 5 years that is another story. It is a pain in the back to haul up a heavy anchor and chain. And remember you are talking safe working loads not breaking strength!!!! The working loads already build in a safety factor of 3-4. Then if you go to add in another safety factor it might be a little overkill. As for stainless steel chain it is stronger than regular chain but not as strong as high strength. I wouldn't buy SS chain but I sure as hell wouldn't toss it because it would be a little on the light side. I believe in being practical and frugal. Heck Joshua Slocum sailed around the world using a clock that he had to boil in oil to get it to work. Do you think he would have tossed a good rope and chain because someone said that he needed a size larger??? I also believe in being safe. If I was expecting 50kt winds I would head for a safe anchorage and probably tie my boat to a tree on shore!!!! And I sure as hell wouldn't place all of my trust in one anchor no matter what it's size. I always carry two anchors and sometimes three.
