How about just installing an extra through hull at the bottom of anchor locker seems like a fairly easy job and would solve the problem? Can’t see why having 2 wouldn’t be a good thing?Did someone say this already?
Nobody said that yet, albeit it was open my options....that is to drill with a right angle drill (as you suggested) as close to the floor as possible. My locker has drain holes on both sides of the bow with the bottom drain 1" off the floor AND Hunter even install one on each side the bow at the top of the locker I guest in case the locker fills with water from repeated rogue waves over the bow.

So I went ahead and installed a 1/2" thick isosceles trapezoid shelf, fabricated from white King StarBoard HDPE Marine Building Material, in the anchor locker yesterday. I left a space forward to insert a wet vac hose to remove standing rainwater below the drains on both side of the boat the end of the rainy season. It is supported by the partition baffle in the center and for 1"x1" legs. The locker slopes 5/8" per foot and which has been sufficient to keep the aft anchor locker section against the bulkhead dry. I guess the fiberglass lay-up guy did a good job that day. Now the rode is off the locker bottom and dry.
