Aft Chainplate issue on 28.5

With my boat is out of the water I noticed that tension on the split back stay had lifted the deck slightly from the hull. I've reduced the tension as much as possible without disconnecting the two connections. Has anyone seen this issue? I'm trying to figure out the best way to reinforce them. Any ideas?

I've noticed what you describe but on my boat upon further looking it seems it was made that way

Here is a photo showing the separation of the fiberglass just under the chain plate connection. We are repairing the fiberglass and will then install two chain plates that will run down the hull a foot or so.
