Add water to ballast through top hole on Hunter 19

After mooring my 1994 Hunter 19 waterballast on a clean, inlake lake, I now keep in on St. Joseph River near Lake Michigan where the water is filthy. Can I take it to the slip empty and add through the top measuring opening from a hose at the dock? I realize I would have to get a small diameter hose, and it would take a long time to fill but it would be worth it if it would work. Any suggestions please?

go ahead and fill with fresh water, make sure you add a qt. of bleach every six months or so. even fresh water will develop skum. some have also used waterbed conditioners. bleach is cheaper.
