ACR charging issues (2008 H38)

Let me start off by saying I don't fully understand how the ACR is supposed to work but I don't believe my ACR is working properly..
The volt meter always shows the start battery to be just under under or just over 12v.
Shouldn't the ACR be keeping the start battery fully charged?
However even with the start battery at the low voltage the engine starts every time.
Am I correct in believing my ACR is not working properly?
Any ideas on what the issue may be?

You need accurate readings to be able to assess if your ACR is functional. A Digital Volt Meter is used. Apply to battery terminals after the battery has charged and rested to test.

You need clarity in the way your system is wired. What is the charging source? How is it wired? Where is the ACR in the wired system? Did a previous owner wire it or was a Marine Electrician used?

Is the battery new or is it long in the tooth?
