'86 Pearson 28-2 chainplate

We recently purchased a 1986 Pearson 28-2. The surveyor noted that the port chain-plate needed to be re-bedded. Does anyone know how to remove them to do a thorough job? We tried unbolting the plate from the strut on the hull as well as the deck through-bolts. Nothing budged. Then we noticed that the axis of the chain-plate above deck appears to be 90 degrees to the one below. Could it be made in 2 halves and bolted together through the hull?

I think you just need to take the plate off the deck and re seal around it. Once water gets past that point it's too late. You'll maybe need to take the stays loose if you can't get the plate to stay out of the way somehow.
