Is 85 dollars per hour the going rate? I need some outboard repair, and was expecting a lot (maybe even more), but was wondering if inland places, away from the marina, would be cheaper. Thanks...

$65 per hour

the going rate in my area is $65 per hour so yours is high but then you are in the big city.You can find shops cheaper but you will need to transport motor to them,and some will even give "winter" labor rates.depending on what work is being done will determine your cost and savings.Ask if there labor rate is actual time or "book" time. maybe you could also ask about contacting the "job" not the hourly labor.
