4 Stroke Outboard 9.9hp or 15hp?

Boat has approx -22deg transom, which will require an adapter wedge as well.

For that size boat I would go for the 15 hp four stroke. In most cases, it's the very same engine as the 9.9 with a different carburetor. The reason why I say this is because I helped deliver an 86 O'Day 272 years ago from Buzzard's Bay on the Cape in MA., to Bristol RI with a 15 hp four stroke Yamaha outboard and that engine pushed that boat along beautiful.

One of friends built his own block for his O'Day 26 out of wood and fiberglassed it. It seems to work pretty well. Outside of that, I don't know where you could get a block without making one.
You could probably get away with a 9.9 but it's good to have that power when you really need it.

My pleasure! Just make sure that the inside transom is beefed up with plywood and metal backing plates. Those engines can develop tremendous torque that can stove in a boat transom.
I've been using a Johnson 8 hp two stroke on my O'Day 222 for years and it has served me well for my size boat. One of my friends just bought a new Tohatsu 9.8 four stroke last year for his Seaward 22 which may seem like a little too much engine for a 22' sailboat, but it pushes that boat right along faster than mine with very little effort and you can't even hear it running.
