2GMF throttle lever stuck

Last fall i had the cooling hose that feeds into the elbow crack and peed water around the engine compartment. Seems a casualty of this was that the throttle cable connects to a lever on the engine block-that lever is frozen and a bit rusty. Before I left the boat yesterday, I shot the lever up with PB Blaster. I hope it frees it up. So my question- if I gotta replace this lever, how much of an undoing am I in for????

I figure I can disconnect and buff it out of any superficial rust and repaint. Anyone have this issue? I am concerned if I try loosen the hex bolt pivot on that lever something inside may drop '<

answering my own post in case some one else has this issue..... the block lever is keyed on the pivot which is part of the governor mechanism inside the block. Shooting the lever up with PB Blaster and 3 in 1 oil and working it finally got it freed up.
