How stiff should the speed control lever be? (That's the lever on the side of the engine that the "throttle cable" attaches to). Mine is very stiff - I can feel a spring resistance inside that increases strongly after 50% travel. Its so stiff that the remote control at the pedestal has to be forced so much it bends.. The previous owner had to tie the lever open to maintain speed..Addendum: I've just been looking in the Clymer manual - I see there is a governor inside - could it be that the lever gets easier to move as the engine speeds up?
