My stantion on the starboard side is not tightening. It's the top screw and I'm not sure what to do to tighten it. I was thinking of filling the screw hole with wood filler or puddy so it has something to grab

I've used that metal putty that comes in two parts, kneed together fill and it can be drilled. You could also get a bigger screw.

Those bolts screw into a threaded aluminum plate embedded in the fiberglass. Either the hole or bolt is stripped. On my 240 you can access the back of the stanchion through the electric panel (aft stanchion) or the access panel (forward stanchion). You could use a slightly longer bolt with a fender washer and locknut. Or drill out slightly larger and tap threads for a larger bolt.

As the expert here, follow Cave Run's advice and thank you Cave Run. Filling in the hole will not and again not resolve the issue
