I've used both 6 hp and 8 hp long shaft OBs on my 23.5. Honestly there is no difference in the performance even motoring in rough water. My next one will be 6 hp.

Both the 6 and 8 hp motors are good for the 23.5 but if you want electric start, then you will want thv8 hp
6HP is plenty, but if you have 1st mate or yourself who like myself is getting longer on the tooth you might want electric start and tilt which means 8HP Mercury or Tohatsu. Defintely 25 " shaft. I have Mercury 8HP electric start and power tilt, more weight but IMO worth it.
