I just purchased and took delivery of the H25. The rudder mechanism just looks like it is installed wrong.
I cannot find a good image or diagram to compare. Here is the rudder. Any help or comments would be appreciated.
With the rudder down, the only thing holding the rudder down is the edge of a nut against the edge of the rudder in the first image.

Go to boat info, pull up Hunter,go to 25, go to downloads and pull up owners manual(largest one) and look at page 50. That will show a tiller version. I suspect you have the wheel version ; thus no tiller.

The second photo shows a metal handle on the starboard side of rudder head assembly to the head of the rudder by an attached rod which acts like a hold down mechanism to hold the rudder down. The diagram shows a line at the top of handle which you can add to tie down but a short trip will tell you whether or not you want to do that

Thank you for the reply Dave! There is not alot of info out there on the 06 H25. Should there be a nylon spacer where the rudder link plate is bolted to the rudder to bring the linkage into alignment in pic 1. The rudder has a lot of side to side swing, should the head fit tight to the rudder without gaps like in pic 2? I suspect the rudder dragged sideways while anchored at some point in its life.

Tighten up a little and see what happens but call forum store to see if it calls for those nylon large spacers. Ask that question in small boats
