2-strokes and the law

I know that 2006 will see the implementation of legislation concerning the usage of 2-cycle outboards. Does this apply to fresh water only? Are older 2-strokes grandfathered in, or must they meet the same standards of emmissions? Any other relevent info would be appreciated.

Bob: Only specific bodies of water have or will outlaw the old two cycle engines (from what I understand). You should check with the governing bodies for your specific question. Lake Tahoe did this a few years ago, but they are an area that did not even allow water from your sinks to flow into the lake.

2006 EPA regulations

The new EPA regulations only apply to the manufacture of engines for sale in the United States, not with their usage. They forbid the manufacture of conventionally carborated 2-strokes, but allow injected 2-stroke systems that meet exhaust standards. It's just like the change when we went from leaded gas to unleaded gas for cars. It never became illegal to own or use the older cars, but it became illegal to manufacture cars the old way.

You have eased my mind. One of the aspects of engine legislation for watercraft that bothers me is that sailboats run their outboards for such a small percentage of the time, compared to powerboats, that it seems we ought to get a break on pollution requirements. How much pollution is caused by a 3 to 10 horse 2-cycle running for 15 minutes compared to a 200 horse ski boat running for several hours?
