1995 Oceanis281 engine speed

I have 17 HP Perkins M20 that only makes 3.5 knots at 3000 rpm. Do I need an overhaul? What other problems (prop, etc.) should I consider?

Is the bottom and prop freshly painted and/or clean?

Hauled out and cleaned last November

Has it always been that slow? Prop size to small? Prop damage? Folding prop not open all the way?

Thanks for all the suggestions. It gives me a good start on troubleshooting. ie call a mechanic. my friend has a 33 ft Beneteau with a similar 17 HP engine that makes 6 kts or better, so that's why i got to wondering..
