Where can I find the jib sheave unit in the picture?

That's a US Spars part, get it from them or rig-rite.

But I'm amazed that Hunter used that little plastic part held on from the OUTSIDE for a halyard. That was bound to break at some time.

What type of mast is this? Looks like you also need the plastic sheave carrier and SS rivits also. Rigrite.com has most of these items if you know the mast section.

yes, rig-rite shows it. The term they use is exit block.

go on line to usspars.com if you know your mast model #. Maybe they can tell you. I have 2 spare of those blocks/plates for my B323. they were $16.72 a few years back. #1261, but your size is probably smaller/cheaper?
