1984 h31' chain plate

I'll be stepping a new mast and want to re bed my chain plates at the deck. How do I loosen the rod to raise the deck plate to clean and apply new sealant? I would also like to replace the 8 ga ground to chain plate. How do I get to the connection at the chain plate?

This really isn't possible with the design of our boats. The metal rod attaches to the iron L brace glassed into the hull. If you do a search you'll find more info on it.
