This is a two part rub rail which appears to be pulled out. You will need to remove the black insert Starting from the back of the boat. Make sure you mark it on the base of the rub rail every meter or 3 feet as a reference when you reinstall it.
The base screws have been pulled out as what it appears to me. Clean the side off. For easy repairs:
1. Fill the existing holes with 3M 5200 marine sealant. The screw holes are now too
large for your screws.
2. Check the hull to deck joint and if split, clean out and put back what you see which
is either some type of marine putty ( use two part epoxy when repairing) or it is
the 3M 5200 maring sealant again.
3. Through the base of the rubrail, drill new holes smaller than the screws you are
putting back in. Then screw in the screws and back them out. Apply 5200
around the hole, in the screw hole and on the threads of the screw liberally.
You can clean the excess of with alcohol or acetone. Suggest Alcohol.
4. Reattach the base to the boat.
5. Re insert the second part of the rubrail. You will have to force one side of it in
using a flat edge for example a flat head screw driver. Line up the markings of
the black rubrail to the base.
