Those panels are not wired yet. That project is actually in process. I just got my AC wire.
But, the AC power comes into the panel (main breaker) and the battery charger has it's own breaker, ( think of the breaker like a switch).
So, when shore power is plugged in, you turn on the main breaker, that provides power to the panel. Then you turn on the chargers breaker to turn that on. ..

And you don't have an override like on a house generator breaker, you just make sure all switches except your master/battery switch are off while charging? Or you can have lights etc even when charging from shore power?
You can use both panels at the same time.
Because they are completely seperate sytems.
The only reason you have a master over ride switch on you house panel, is to isolate it from the grid. That way your generator does not feed power to the power lines outside your house. That would be dangerous to anyone trying to service those lines.
